Gary Neill

Road Services Manager, Stirling Council

Gary Neill is a Civil Engineer and works as Road Services Manager at Stirling Council within the Environment and Place Service. He leads Road Maintenance; Operations; Bridges, Flooding and Drainage; Street Lighting, and NRSWA specialisms.

He is experienced in managing and delivering an effective 365/24/7 roads and lighting emergency service dealing with all road-related emergencies including working with partners in Emergency Planning and Resilience. Gary began his career at Falkirk Council and became Acting Roads and Grounds Manager before moving to Stirling Council in 2022. He is a Fellow of the Institute of Highway Engineers and sits on their Council.

Winter service under the Tri-Council Partnering Agreement

Gary’s presentation will focus around the Tri-Council provision of an out of hours Duty Officer for Winter Maintenance purposes by Falkirk Council, Clackmannanshire Council, and Stirling Council, respectively. At local government reorganisation in 1996, it was deemed efficient to continue the arrangement to ensure continuity of service as well as being cost effective.  This service provides a 24/7 log of all actions, forecasts, and weather station updates; as well monitoring of conditions and reacting to any road related emergencies.
