Chris has led Devon County Council’s successful highways response to the two recent snow events, one of which included the South West’s first red weather warning for snow and freezing rain, and saw snow drifts of over 5 metres in depth. His responsibilities included regular warning and informing on local and national television and radio.

Chris leads on the development and delivery of Devon County Council’s winter service, training Members and has been active in applying the principles of NWSRG guidance and a risk-based approach to improve resilience and reduce unnecessary treatments. He is also responsible for delivery of the Highways Inspections and Reactive Service, Highway Coordination, Street Lighting and Intelligent Traffic Systems.

Chris was recently elected as Chair of the National Winter Service Research Group (NWSRG), where he has been developing new alliances with the Met Office and IHE, and represents the NWSRG on the UK Roads Board.  He has been involved with winter service for over 20 years. He also founded and chairs the Southwest Winter Service Group and has previously chaired the Vaisala User Group.
