Carol Valentine

NWSRG interim chair

Carol is an experienced local government manager working for Kent County Council, with a background in change management, diversity, economic development, and highways. Carol is currently the Business Innovation and Technology Manager in the Highways and Transportation Department. She has recently led KCC’s ADEPT Live Labs project in partnership with Amey plc and funded by the Department for Transport and ADEPT. Carol is now leading on digital, technology and innovation for KCC Highways and the Growth and Environment directorate at the Council.

Carol is the current chair of the National Winter Research Group and has over 10 years operational experience as the lead officer for winter at KCC. She has been the NWSRG lead on communications, and also contributed to the development of the Best Practice guidance. Carol is keen to see the continued development of winter service across the UK and will continue to work with the NWSRG and partners to ensure that research beneficial to the industry is carried out.

NWSRG – looking to the future

The NWSRG is the leading group with representatives from local and national road authorities in the UK dedicated to advancing understanding of best practice for winter service delivery, taking the best from currently available knowledge, and supplementing any gaps with new knowledge and research. 

The NWSRG had produced a comprehensive Guide to provide practitioners with practical guidance in all aspects of setting up and delivering their winter service. The group is now looking to the future in its aim to continue to provide valuable guidance and winter research. The presentation will detail recent changes to the group’s structure, update on the current guidance and areas for further research.
